Hon David Seymour新西兰副总理行动党党魁My heartfelt congratulations to the NZCBIA on reaching your 10th anniversary. Over the past decade, NZCBIA has played a vital role in strengthening connections and supporting innovation in the building and construction sector. Meaningful reform is essential to unlock the full potential of the industry. That includes Resource Management Act reform to remove unnecessary delays and red tape, ensuring that projects can proceed with greater speed and certainty. We must also open the door to high-quality overseas building products by cutting red tape and duplication, lowering costs without compromising standards. And we need to return to sensible health and safety settings, focused on real risks and practical protections, not paperwork for paperwork’s sake. The next decade will be defined by how well we embrace smarter regulation, competition, and innovation. NZCBIA’s unique position bridging cultures, expertise, and enterprise will be crucial in shaping a building industry that is more productive, more affordable, and more responsive to the needs of New Zealanders.
衷心祝贺新西兰华人建筑业协会（NZCBIA）迎来了十周年。在过去的十年中，NZCBIA在加强联系、推动建筑和施工行业创新方面发挥了至关重要的作用。
要充分激发行业潜能，必须进行务实有效的改革。这包括对《资源管理法》的改革，以消除不必要的延误和繁琐程序，让项目能够更高效、更有确定性地推进。我们还需要精简手续和避免重复，为高质量的海外建筑产品打开大门，在不降低标准的前提下降低成本。同时，健康与安全监管亦应回归理性与实效，把重点放在真实的风险和切实可行的防护措施上，而不是为了单纯完成纸面文书工作而工作。

Hon Chris Penk新西兰建筑与建设部长I would like to extend my congratulations to the NZCBIA, and to everyone involved, on what is a very exciting milestone. This is a clear indication of the value you create for the community, the businesses, and the industry you work alongside.
As Government, we are wholly committed to supporting more affordable homes and a stronger economy by making it easier, faster, and cheaper to build. In this we have shared goals of enabling people, enabling businesses to grow and enabling the building sector to thrive.
We are taking significant action to reform the building and construction sector through smarter and more flexible regulations that drive consistency, certainty and efficiency.
Working with NZCBIA and other key players, we can unlock the potential within New Zealand’s building and construction sector. Together we can improve productivity through greater use of digital technologies, increasing uptake for innovative products and building methodologies and more streamlined consenting processes.
My congratulations to the Association and its members for the past 10 years and best wishes for the next decade.

新西兰国家党国会议员从一个想法的萌芽，到真正落地、生根、成长，其间经历的挑战与坚持，是每一位参与者都难以忘怀的宝贵记忆。还记得最初那群热心的从业人士，在各自忙碌的工作和事业之间抽出时间，边讨论、边改进、边实践，一步步探索协会应该为谁而办、要做什么、
肩负怎样的使命。那份激情、那份纯粹、那份信念，至今仍历历在目。
十年来，新西兰华人建筑业协会一步一个脚印，从零起步，逐步建立起成熟稳健的董事会和高效专业的运营团队。无论面对行业变局，还是承担社区期待，协会始终坚守初心，在一次次活动和实践中积累经验、凝聚力量，汇聚了无数人的智慧与奉献。
我清楚地记得，在新西兰主流建筑业协会Master.Builders在今年5月举办建筑行业活动现场，新西兰建筑与建设部长Chris Penk 公开表示：“The New Zealand Chinese Building Industry Association is doing an excellent job.”（新西兰华人建筑业协会做得非常出色。）这句话赢得了在场建筑行业内人士的广泛认可，也充分体现了政府与主流社会对华人建筑从业者专业实力的高度肯定。
这份荣耀，属于协会，也属于整个华人社区。它象征着我们在这片土地上努力打拼、互相支持、共同成长的精神力量。

十年来，NZCBIA秉持“专业、团结、共赢”的宗旨，致力于为华人建筑从业者搭建交流与合作的平台，并在提升行业素质、促进社区融合、推动多元文化共荣方面，发挥了举足轻重的作用。
尤其难能可贵的是，协会不仅专注服务华人业者，更积极促进跨族裔专业合作，成为华人社群与主流建筑业界之间的重要桥梁。自去年起，协会更开创性地向国会提交《新西兰建筑业年度报告》，为政策制定者提供专业、前瞻的行业观察，展现了华人社群在公共政策领域日益增强的参与度与影响力，推动华人从业者积极参与主流社会的决策进程。
同时，特别感谢协会创会会长许立先生自2015年起率领团队辛勤耕耘，奠定了坚实的基础，带领协会一步步茁壮发展。在他与历届理事会成员的共同努力下，协会成功推动华人建筑业从社区走向全国，展现出多元融合的实力与价值。
衷心感谢NZCBIA长期以来对新西兰建筑产业所作出的贡献。期盼协会在未来持续壮大，凝聚更多优质人才，携手推动本地建筑业趋向更加专业、多元与永续的未来。

Arena Williams新西兰工党国会议员Chinese New Zealanders have long played a vital role in building Aotearoa, from constructing the gardens, roads and irrigation systems of the 19th century to today’s residential and commercial property sector. The contribution to our cities and communities is lasting, proud, and worthy of recognition.
As Labour’s Building and Construction spokesperson, I want to acknowledge the Chinese Building Association and its members - the project managers, engineers, contractors, architects, and skilled tradespeople building the homes, schools, and infrastructure our country needs. You are helping to build the future and Labour backs you.
The construction sector is under real pressure. The phrase "survive until 25," has become simply "survive 25." Since this Government took office, more than 18,000 construction jobs have been lost. The reason is that Government projects have been delayed, scaled back, or scrapped, from Kāinga Ora public housing to school builds and hospitals. This is not what the construction sector needs in tough times.
We disagree with that approach to building. Labour believes in backing people with good jobs, strong communities,
and affordable homes.
While we support many of the building reforms underway, we are focussed on education and building apprenticeships for young Kiwis because building careers are a pathway to a better life. That’s why Labour would prioritise long-term certainty and investment in the workforce that builds our country.
The story of Chinese New Zealanders is one of resilience and contribution. Labour honours that legacy, and we’re committed to working with you to build what comes next.
新西兰华人一直在建设新西兰中发挥着重要作用——从19世纪修建花园、道路和灌溉系统，到今天在住宅和商业地产领域的活跃身影，华人对我们的城市和社区所作出的贡献，是持久的、自豪的，也值得被认可。
作为工党建筑与施工事务发言人，我要特别向新西兰华人建筑协会及其成员致敬——包括那些为新西兰建设住房、学校和基础设施的项目经理、工程师、承包商、建筑师和熟练技工，你们正在帮助建设未来，而工党始终支持你们。
建筑业正承受巨大压力。“熬到2025年”这句话，如今已变成单纯的“熬过2025年”。自本届政府上台以来，已有超过18,000个建筑岗位流失。原因在于，政府项目被延迟、缩减甚至取消——从Kāinga Ora公共住房，到学校建设和医院工程。这并不是在困难时期建筑行业所需要的。
我们不同意这种建设思路。工党相信，应当支持人们获得体面的工作、强大的社区以及可负担的住房。
虽然我们支持许多正在进行的建筑改革，但我们更关注教育和年轻人的建筑学徒培训，因为建筑行业的职业生涯是通往更好生活的途径。这就是为什么工党会优先保障长期的确定性，并投资于建设国家的劳动力队伍。

The Association has fostered connections within Aotearoa New Zealand and suppliers and partners in China.
Congratulations to Frank Xu, Kevin Chen and Dylan Huang, and their wonderful colleagues and teams. Not only have you built an incredibly effective association in NZCBIA. You have created a culture of cooperation and openness, celebrating excellence, and undertaking the factual study of the industry, its opportunities and challenges. It has been a privilege to be part of the NZCBIA journey. I’ve been privileged to have had the opportunity to work with Clients and Contractors who connect the China-New Zealand construction industry and facilitate the movement of building materials into New Zealand from China.

首先最突出的亮点，是协会始终扎实地深耕于本专业，在行业中起到了领军龙头和学术带头的作用。其次，从“新西兰华人建筑业协会”这个名字延伸出的影响力，早已突破了“华人”这两个字的局限。协会在很多方面，已经超越了主流社会的既定框架，做到了许多主流机构都未曾做到的事。例如：发布专项报告、开展深度研讨，并在国会层面推动相关议题的思考和讨论，这些成就都极为难得，显示了协会在专业性与社会责任上的深度结合。
再来，是协会每年举办的卓越奖与NZIBES，这些活动已成为奥克兰乃至新西兰文化与行业生态的重要组成部分。尤其是卓越奖，我有幸多次担任评审，深知其评选过程之严谨，涵盖多个专业领域，层层筛选，最终评出的项目具有极高的含金量与权威性。
可以说，卓越奖已成为行业公认的标杆与荣誉象征。
我们常听到一句话：在奥克兰买五套住宅物业，其中三套与华人有关——无论是建筑、设计，还是资金层面，华人都在其中发挥着重要作用。而华人建筑业协会正是通过十年的努力，不是为了证明什么，而是用实实在在的成绩回应一切。正如行业常说的：“我们用业绩说话。”这份业绩，也真实地呈现出我们华人在新西兰建筑业中的专业实力和影响力。
十年走来，我们最大的感悟就是：无论从事什么行业、哪个专业，唯有踏踏实实、静下心来，做好自己的本职工作，才能赢得真正的认可与尊重。值此十周年之际，衷心祝贺新西兰华人建筑业协会不断突破、砥砺前行，再创下一个更加辉煌的十年！
